Stalin's main goal was to perish the entire population of Ukraine. In his mind he had divided them into classes, with the Kulaks being top priority. He figured since they were wealthy, they could afford an armed revolt against him. Stalin wanted the Soviet communists to hate the Kulaks, and raise resentment. He figured with resentment it would be easier to eliminate them this. In 1929, Stalin issued a "propaganda war", portraying the Kulaks as threats to invading the communists areas. Stalin referred to this era, as dekulakization. He raised the grain requirements, hoping that the Kulaks would go bankrupt, and forced them to join the collective farms. Moscow sent over armys, to force peasant farmers into joining the collective farms. Many were terrified and pressured into doing so. Some tried to slaughter all of their animals, rather then donating them to the farms. Troops would immediately kill these people. Most peasant farmers were portrayed as Kulaks, so more would be killed. In 1930, Stalin increased the demand of grain, that famine was inevitable. Most communists loyal to Stalin blamed the famine on the bad harvest although the 1930 and 1931 harvests were the best the nation had ever seen. More and more people were dying every day. Stalins objective was being fulfilled. The communist's army and troops continued to use terror and force to keep Ukraine providing the ridiculous grain quotas. The total amount of deaths by 1933, toppled over 7 million.
